    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 2-1-220 so as to provide that a fugitive from justice may not testify before a legislative committee, state board, or state commission on the subject of proposed or pending legislation or administrative action except pursuant to request or order and to provide that a fugitive from justice may not register as a lobbyist.
