    A Bill to amend Section 56-10-240, as amended, Code of Laws of South Carolina, 1976, relating to the requirements on insurers and motor vehicle operators when a motor vehicle is not insured as required by law, so as to reduce from two hundred dollars to twenty-five dollars the first reinstatement fee required when a vehicle driver refuses to surrender the suspended vehicle registration and license plates.
