    A Bill to amend Section 56-3-2320, as amended, Code of Laws of South Carolina, 1976, relating to the issuance of dealer or wholesaler license plates, so as to provide that one plate may be issued to a dealer or wholesaler regardless of whether or not he has a retail business license and has made at least ten sales of motor vehicles within the twelve-month period preceding his application.
