    A Bill to require the Department of Highways and Public Transportation to submit design changes for motor vehicle license plates to the Senate Committee on Transportation and to the Committee on Education and Public Works of the House of Representatives, and to provide that the design changes may not be implemented unless first approved by these committees and by both houses of the General Assembly by Joint Resolution.
