    A Bill to amend Section 12-43-300, as amended, Code of Laws of South Carolina, 1976, relating to the valuation and assessment of property for taxation by an assessor, so as to provide that the burden of proving the assessment or valuation is on the assessor when an assessment or valuation is objected to by an owner.
