    A BILL TO AMEND SECTION 11-43-140, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE BOARD OF DIRECTORS OF THE STATE TRANSPORTATION INFRASTRUCTURE BANK, SO AS TO PROVIDE THAT THE SECRETARY OF TRANSPORTATION RATHER THAN THE CHAIRMAN OF THE DEPARTMENT OF TRANSPORTATION COMMISSION SHALL BE AN EX OFFICIO MEMBER OF THE BOARD, AND TO PROVIDE THAT THE CHAIRMAN OF THE BOARD SHALL BE ELECTED BY THE MEMBERS OF THE BOARD.
