    A BILL TO AMEND SECTION 56-3-8100, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE PRODUCTION AND DISTRIBUTION GUIDELINES FOR SPECIAL LICENSE PLATES, SO AS TO PROVIDE THAT THE DEPOSIT REQUIRED BY THE DEPARTMENT OF PUBLIC SAFETY OF AN INDIVIDUAL OR ORGANIZATION SEEKING ISSUANCE OF A SPECIAL LICENSE PLATE BE PLACED INTO A SPECIAL RESTRICTED ACCOUNT TO BE USED BY THE DEPARTMENT TO DEFRAY THE EXPENSES OF THE MOTOR VEHICLE DIVISION, TO PROVIDE THAT THE DEPARTMENT MAY REQUIRE SPECIAL LICENSE PLATE APPLICANTS TO APPLY FOR A SPECIAL LICENSE PLATE BY MAIL OR ELECTRONIC FORMAT UNDER CERTAIN CIRCUMSTANCES, AND TO REVISE THE CIRCUMSTANCES IN WHICH THE DEPARTMENT SHALL DISCONTINUE THE PRODUCTION OF A SPECIAL LICENSE PLATE.
