H 5023 General Bill, By T.F. Rogers
    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 11-1-90 so as to provide that lease-leaseback or lease-purchase agreements entered into with public or private corporate entities by the State or any of its political subdivisions are considered general obligation debt and may not violate Constitutional limitations on general obligation debt.
