    A BILL TO AMEND CHAPTER 2, TITLE 1, CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 2-1-75 SO AS TO PROVIDE THAT BEGINNING WITH SENATORIAL DISTRICTS REAPPORTIONED AS A RESULT OF THE CENSUS TAKEN IN THE YEAR 2000, ANY COUNTY WITH A POPULATION THAT IS AT LEAST FORTY-FIVE PERCENT OF THE AVERAGE POPULATION OF THE FORTY-SIX SENATORIAL DISTRICTS AS REAPPORTIONED MUST BE WHOLLY INCLUDED WITHIN A SENATORIAL DISTRICT.
