DAY, AND THE TENTH DAY OF MAY, CONFEDERATE MEMORIAL DAY, ARE REGULAR, RATHER THAN OPTIONAL HOLIDAYS; TO DELETE THE NINETEENTH DAY OF JANUARY, ROBERT E.
