    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 63-13-95 SO AS TO PROVIDE THAT BOTH PUBLICLY OPERATED CHILD DAYCARE CENTERS AND AFTERCARE FACILITIES MUST HAVE ACTIVE VIDEO CAMERAS INSTALLED OUTSIDE THEIR BUILDINGS TO RECORD ACTIVITIES THAT OCCUR ALONG THE BUILDINGS' PERIMETERS WHILE CHILDREN ARE PRESENT.
