    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Article 41 to Chapter 3 of Title 56, so as to provide for an additional fee for a special or personalized license plate issued by the Department of Transportation if the cost to manufacture such plate is more than the actual annual fee collected by the Department.
