    A JOINT RESOLUTION PROPOSING AN AMENDMENT TO SECTIONS 3 AND 4, ARTICLE IV OF THE CONSTITUTION OF SOUTH CAROLINA, 1895, RELATING TO THE GOVERNOR BEING ELIGIBLE TO SERVE TWO SUCCESSIVE TERMS, SO AS TO PROVIDE THAT THE GOVERNOR MAY NOT SUCCEED HIMSELF IN OFFICE, BUT IS RE-ELIGIBLE, AND TO CHANGE THE LENGTH OF HIS TERM FROM FOUR TO SIX YEARS.
