A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 17-1-45 SO AS TO PROVIDE THAT ANY CRIMINAL FINE IMPOSED BY A COURT OF GENERAL SESSIONS OF THIS STATE WHICH REMAINS UNPAID FOR A PERIOD OF AT LEAST THIRTY DAYS CONSTITUTES A LIEN AGAINST THE PERSON AGAINST WHOM THE FINE WAS IMPOSED, TO PROVIDE THAT THIS LIEN HAS THE SAME FORCE AND EFFECT AS A JUDGMENT WHICH MAY BE RECORDED IN ANY COUNTY IN WHICH ANY PERSON RESIDES OR OWNS REAL PROPERTY, AND TO PROVIDE THAT A LIEN IMPOSED BY THIS SECTION IS NOT DISCHARGEABLE IN BANKRUPTCY.
