    A BILL TO AMEND SECTIONS 44-22-150 AND 44-24-280, CODE OF LAWS OF SOUTH CAROLINA, 1976, BOTH RELATING TO THE USE OF RESTRAINTS AND SECLUSION ON PATIENTS COMMITTED TO THE DEPARTMENT OF MENTAL HEALTH, SO AS TO PROVIDE THAT A LICENSED INDEPENDENT PRACTITIONER IS AMONG THE STAFF AUTHORIZED TO ORDER THE USE OF RESTRAINTS OR SECLUSION AND TO DEFINE "LICENSED INDEPENDENT PRACTITIONER".
