    A BILL TO AMEND SECTION 24-21-920, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE GRANTING OF CLEMENCY BY THE PROBATION, PAROLE AND PARDON SERVICES BOARD, SO AS TO PROVIDE THAT A DENIAL OF CLEMENCY BY THE BOARD MAY BE APPEALED TO THE LIEUTENANT GOVERNOR AND THE GOVERNOR.
