    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section 59-101-370 so as to provide that a state-supported college or university may not eliminate an institution or research center under its jurisdiction, or reduce the fiscal support an institute or research center receives from the college or university in any fiscal year by more than a stipulated percentage, without the consent of the General Assembly by act or joint resolution.
