    A Bill to amend Act 1120 of 1960, as amended, relating to the Liberty-Chesnee-Fingerville Water District in Spartanburg County, so as to provide for the election instead of the appointment of the members of the Commission to begin in 1989, provide for the terms of office, staggering of terms, method by which candidates' names may be placed on the ballot, and for filling of vacancies.
