    A BILL TO AMEND THE CODE OF LAWS OF SOUTH CAROLINA, 1976, BY ADDING SECTION 23-6-96 SO AS TO PROVIDE THAT BEGINNING JULY 1, 1998, ALL OFFICES OF THE DEPARTMENT OF PUBLIC SAFETY WHERE THE GENERAL PUBLIC IS ADMITTED FOR THE PURPOSE OF OBTAINING DRIVERS' LICENSES OR PERMITS, MOTOR VEHICLE REGISTRATION AND LICENSE PLATES, OR TITLES TO MOTOR VEHICLES MUST BE EQUIPPED WITH SURVEILLANCE CAMERAS WHICH PROVIDE A VIDEO RECORD OF THE ACTIVITIES THAT OCCUR WITHIN THAT OFFICE, AND TO PROVIDE THAT THESE VIDEO RECORDS MUST BE MAINTAINED BY THE DEPARTMENT FOR A PERIOD OF THREE YEARS.
