    A BILL TO PROVIDE THAT ALL POWERS, DUTIES, AND RESPONSIBILITIES OF THE RICHLAND COUNTY LEGISLATIVE DELEGATION ARE DEVOLVED UPON THE RICHLAND COUNTY COUNCIL, EXCEPT FOR THOSE POWERS AND DUTIES RELATED TO STATEWIDE OR REGIONAL BOARDS, COMMISSIONS, AUTHORITIES, OR ANY OTHER GOVERNMENTAL ENTITY THAT HAS REPRESENTATIVES ON ITS GOVERNING BOARD FROM MORE THAN ONE COUNTY.
