    A Bill to amend the Code of Laws of South Carolina, 1976, by adding Article 24 to Chapter 5, Title 56 so as to provide for the requirement of a motor vehicle ignition interlock device upon a second offense conviction of driving under the influence of alcohol or drugs by setting forth definitions, requirements, and penalties.
