Nemours Plant in Camden, Dr. Herbert C. Robbins, President of Central Carolina
Technical College, the Central Carolina Technical College Commission members,
and Cathy Harvin, Center Director, for their efforts in establishing the
unique and outstanding "College at Work" Program at the DuPont Plant Site in
Camden.

RESOLUTION
COMMENDING JOHN STRAIT, MANAGER OF THE E. I.
DUPONT DE NEMOURS PLANT IN CAMDEN, DR. HERBERT
C. ROBBINS, PRESIDENT OF CENTRAL CAROLINA
TECHNICAL COLLEGE, THE CENTRAL CAROLINA
TECHNICAL COLLEGE COMMISSION MEMBERS, AND
CATHY HARVIN, CENTER DIRECTOR, FOR THEIR EFFORTS
IN ESTABLISHING THE UNIQUE AND OUTSTANDING
"COLLEGE AT WORK" PROGRAM AT THE
DUPONT PLANT SITE IN CAMDEN.
Whereas, E. I. DuPont de Nemours of Camden has donated free of
charge to Central Carolina Technical College of Sumter an
8,000-plus square foot building to be used for classes at DuPont's
Camden plant site; and
Whereas, Central Carolina Technical College renovated the building
into a modern college-like classroom facility; and
Whereas, this trimester there are six hundred thirty DuPont
employees signed up to attend college classes on the work site. The
United States Department of Education has indicated that Central
Carolina Technical College is the only college in the country with a
campus operating on work site. This fact was recognized because
South Carolina's technical college system had pioneered in this
endeavor, which is recognized by the American Technical College
Association (ATCA) and will be featured as a model for other states
at the ATCA national convention in March, 1995; and
Whereas, the courses taken by students are all work-related and deal
with assisting employees in obtaining raises and job promotions.
Nearly one-half of the fourteen hundred employees at DuPont
signed up for the college courses which can also be credited toward
associate degrees from Central Carolina Technical College; and
Whereas, thus, Central Carolina Technical College has developed a
unique partnership with a local industry to structure a framework
for continuous employee development at the workplace. The
partnership creates a culture for learning by providing accessible,
affordable, applicable education to the workforce. Toward this end,
a strategic alliance has been formed between the DuPont plant and
the College to pilot a "College at Work" process; and
Whereas, Cathy Harvin, the Program Manager from Central
Carolina Technical college, worked with DuPont personnel in a core
team to craft a systematic approach to skills-upgrading for the
DuPont workforce; and
Whereas, the Central Carolina Technical College Commission
members include the following: Mr. J. Mac Sprott, Chairman; Mr.
William W. Goodson, Vice Chairman; Mrs. Meree M. McAlister,
Secretary; Mrs. Ruth J. Bell; Mr. Howard Elkins; Mr. Ray I.
Goodman; Mr. Walden Harris; Mr. Harold B. McCaskill; and Mr.
Cordes P. Palmer, Chairman; and
Whereas, this outstanding "College at Work" program is
unique, highly beneficial to the citizens of South Carolina, and is
greatly deserving of recognition. Now, therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the General Assembly of the State of South Carolina, by this
resolution, commends John Strait, Manager of the E. I. DuPont de
Nemours plant in Camden, Dr. Herbert C. Robbins, President of
Central Carolina Technical College, the Central Carolina Technical
College Commission members, and Cathy Harvin, Center Director,
for their efforts in establishing the unique and outstanding
"College at Work" program at the DuPont plant site in
Camden.
Be it further resolved that a copy of this resolution be forwarded to
each of the individuals mentioned in the preceding paragraph, as
well as Edgar S. Woolard, Jr., Chief Executive Officer of E. I.
DuPont de Nemours at Wilmington, Delaware.
