A Joint Resolution proposing an amendment to Article III of the Constitution
of South Carolina, 1895, relating to the Legislative Department, by adding
Section 37 so as to prohibit a regulation promulgated by a state agency,
board, commission, or department from becoming effective unless approved by
the General Assembly in the same manner as an Act; to allow the General
Assembly to amend a proposed regulation; and in an emergency situation, to
allow a regulation to become effective only for the period of the emergency
upon approval of the Governor.
