 A Bill to amend Act 402 of 1982, relating to state employee grievance
 procedures, so as to provide for cases involving mental or physical abuse of a
 patient or inmate to include neglect as well as abuse cases and to include the
 abuse or neglect of clients; to require the grievance hearing proceedings
 regarding abuse or neglect cases, including related information and documents,
 to be confidential unless both parties request otherwise; to provide for new
 circumstances under which an agency's decision may be altered or overruled by
 the grievance committee; to provide that the proceedings and related
 information and documents are immune from discovery or use in a civil action,
 except upon appeal from the committee action and except for information and
 documents otherwise available from original sources; and to allow any
 complainant or witness to testify in a civil action as to and reveal to third
 persons matters of which the witness or complainant had knowledge apart from
 the proceedings.
