A CONCURRENT RESOLUTION

TO RECOGNIZE DR. OLIVER NORMAN EVANS OF LEXINGTON COUNTY FOR BRINGING NATIONAL RECOGNITION TO THE STATE FOR HIS INNOVATIONS AND LEADERSHIP IN PATIENT QUALITY ASSURANCE AND FOR HIS MANY CONTRIBUTIONS TO THE SOUTH CAROLINA DEPARTMENT OF MENTAL HEALTH AND TO CONGRATULATE AND PreviousWISHNext HIM WELL IN HIS RETIREMENT.

Whereas, Oliver Norman Evans, M.D., of Lexington County is retiring from the South Carolina Department of Mental Health in October of this year; and

Whereas, Dr. Evans, who graduated from Greenville Senior High School, received his Bachelor's degree from Furman University and his medical degree from the Medical College of South Carolina; and

Whereas, Dr. Evans has been with the Department of Mental Health since 1976 and, in 1986, he became the first director of the Division of Patient Care Standards, Advocacy and Quality Assurance Monitoring; and

Whereas, as Deputy Commissioner over this division, Dr. Evans' leadership has brought the Department of Mental Health national recognition for its contributions to the development of a continuous clinical quality improvement program; and

Whereas, this division is the first in the Nation to combine all elements of quality assurance, patient advocacy, standards, and monitoring; and

Whereas, Dr. Evans and others in the department have recently published an article in Hospital and Community Psychiatry relating to the patient care quality improvement process as carried out by Dr. Evans' division; and

Whereas, the department will be losing a dedicated, conscientious deputy commissioner whose absence will be greatly felt; and

Whereas, the General Assembly is pleased to have this opportunity to recognize Dr. Evans upon his retirement. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the General Assembly recognizes Dr. Oliver Norman Evans of Lexington County for bringing national recognition to the State for his innovations and leadership in patient quality assurance and for his many contributions to the South Carolina Department of Mental Health and to congratulate and Previouswish him well in his retirement.

Be it further resolved that a copy of this resolution be forwarded to Dr. Evans.
