 OFFICE OF INFORMATION RESOURCES OF THE SOUTH CAROLINA BUDGET AND CONTROL BOARD
 SINCE ITS INCEPTION IN 1983, FOR HIS GUIDANCE, LEADERSHIP, AND HARD WORK IN
 PREPARING THE SOUTH CAROLINA STATE GOVERNMENT FOR THE NEW MILLENNIUM IN ITS
 TELECOMMUNICATIONS CAPABILITIES AND TO EXPRESS BEST WISHES AND GODSPEED TO HIM
 ON HIS RETIREMENT.

TO COMMEND AND HONOR TED L. LIGHTLE, DIRECTOR OF THE OFFICE OF INFORMATION RESOURCES OF THE SOUTH CAROLINA BUDGET AND CONTROL BOARD SINCE ITS INCEPTION IN 1983, FOR HIS GUIDANCE, LEADERSHIP, AND HARD WORK IN PREPARING THE SOUTH CAROLINA STATE GOVERNMENT FOR THE NEW MILLENNIUM IN ITS TELECOMMUNICATIONS CAPABILITIES AND TO EXPRESS BEST WISHES AND GODSPEED TO HIM ON HIS RETIREMENT.

Whereas, Ted L. Lightle will soon retire from the Budget and Control Board where he has been employed since 1982, and where he has been the Director of the Office of Information Resources since it was established in 1983; and

Whereas, Ted received his bachelor's degree in electrical engineering from The Citadel in 1958 and began his employment with Bell Telephone Laboratories in North Carolina. While there, he participated in a communications development training program at Bell and, in conjunction, received a master's degree in electrical engineering from Duke University in 1964. He participated in numerous Bell system management, engineering, and marketing development and training programs; and

Whereas, after twenty-three years in the private sector, Ted joined the state government in January, 1982, as State Information Officer, responsible for the Division of Information Resource Management, now known as the Office of Information Resources; and

Whereas, Ted has been active in numerous national and professional associations. He is a member of the National Association of State Telecommunications Directors, the National Association of State Information Resources Executives, past national chairman of the Regulatory Action Committee and vice chairman and chairman of the Federal Telecommunications Services Priority System Oversight Committee; and

Whereas, when former Governor Carroll Campbell chaired the National Governors Association, Lightle was involved in their Telecommunications Steering Committee. This committee's goal was to foster development of cutting edge telecommunications technologies and to reduce barriers to the use of new technology to improve the delivery of governmental services; and

Whereas, Lightle has been instrumental in the development and implementation of the state's Microwave System, the state telephone system, and the K-12 School Technology initiative. He also played a major part in working with the Governor's Office to ensure the Governor's Coalition for Year 2000 Readiness was successful. He has led the state's work in data center consolidation, wireless 911 implementation, and developing the Information Resources Council; and

Whereas, the importance of Ted Lightle's contributions to advancing the telecommunications capability of the State cannot be overstated. He was awarded the Order of the Palmetto by former Governor Campbell in 1995. Further, he has been actively involved in the United Way of the Midlands campaign representing state government; and

Whereas, while Ted Lightle's knowledge and dedication to South Carolina will be sorely missed when he retires, his work in preparing the State for cutting edge telecommunications technology is greatly appreciated and worthy of the General Assembly's highest gratitude and praise. Now, therefore,

Be it resolved by the Senate, the House of Representatives concurring:

That the members of the General Assembly commend and honor Ted L. Lightle, Director of the Office of Information Resources of the South Carolina Budget and Control Board since its inception in 1983, for his guidance, leadership, and hard work in preparing the South Carolina state government for the new millennium in its telecommunications capabilities, and express their best wishes and Godspeed to him upon his retirement.

Be it further resolved that a copy of this resolution be presented to Ted L. Lightle.
