J.C. Hearn, R.A. Kohn and D.E. Winstead
 A Bill to amend Section 10-1-90, Code of Laws of South Carolina, 1976,
 relating to certain construction by the South Carolina Department of Highways
 and Public Transportation and the South Carolina Department of Corrections
 without the requirement of competitive bidding and the awarding of contracts
 therefor to private contractors, so as to further provide for the conditions
 under which such construction shall be permitted; and to amend Section
 24-3-130, relating to the use of convict labor on state highways or other
 public projects, so as to permit the use of convict labor by private
 contractors constructing certain public buildings.
