A Joint Resolution to appropriate monies from the Capital Reserve Fund for
fiscal year 1989-90 and provide that of the funds appropriated for higher
education formula funding, the Commission on Higher Education shall allocate
these funds to the State's public colleges and universities and to the State
Board for Technical and Comprehensive Education in no other manner than
according to the formula for funding higher education as officially approved

A JOINT RESOLUTION TO APPROPRIATE MONIES FROM THE CAPITAL RESERVE FUND
FOR FISCAL YEAR 1989-90 AND PROVIDE THAT OF THE FUNDS APPROPRIATED FOR
HIGHER EDUCATION FORMULA FUNDING, THE COMMISSION ON HIGHER EDUCATION
SHALL ALLOCATE THESE FUNDS TO THE STATE'S PUBLIC COLLEGES AND
UNIVERSITIES AND TO THE STATE BOARD FOR TECHNICAL AND COMPREHENSIVE
EDUCATION IN NO OTHER MANNER THAN ACCORDING TO THE FORMULA FOR FUNDING
HIGHER EDUCATION AS OFFICIALLY APPROVED BY THE COMMISSION AS OF MARCH
1, 1990.
Be it enacted by the General Assembly of the State of South Carolina:
Monies appropriated from fund
SECTION 1. In accordance with the provisions of Article III,
Section 36(B)(2) and (3), Constitution of South Carolina, 1895, and
Section 11-11-320(C) and (D) of the 1976 Code, there is appropriated
from the monies available in the Capital Reserve Fund for fiscal year
1989-90 the following amounts:
(1) (a) Higher Education
Formula Funding 8,641,200
(b) Commission on Higher Education
Cutting Edge 500,000
(c) TEC Equipment 885,000
1.1Of the funds appropriated in
this item for the Cutting
Edge, a minimum of $200,000
must be allocated to the
Palmetto Fellows Scholarship.
(2) Department of Corrections
(a) New Facilities Equipment 780,000
(b) Vehicle Replacement 250,000

Allocation of funds
SECTION 2. Of the funds appropriated herein for higher education
formula funding, the Commission on Higher Education shall allocate
these funds to the state's public colleges and universities and to the
State Board for Technical and Comprehensive Education in no other
manner than according to the formula for funding higher education as
officially approved by the commission as of March 1, 1990.
Time effective
SECTION 3. This act takes effect thirty days after the completion of
the 1989-90 fiscal year in accordance with the provisions of Article
III, Section 36(B)(3)(a), Constitution of South Carolina, 1895, and
Section 11-11-320(D)(1) of the 1976 Code.
