A Joint Resolution proposing an amendment to Section 36 of Article III of the
Constitution of South Carolina, 1895, relating to a procedure to govern State
General Fund Operating Budgets, to limit general appropriations for the
operation of State government to ninety-five percent of the annual official
revenue estimates and to require a State reserve fund equal to five percent of
the general fund revenue of the last completed fiscal year, so as to delete
such provisions and to make provisions to prohibit the General Assembly from
appropriating more than ninety-five percent of the revenue anticipated for any
one year and to permit any balance to be used during the next fiscal year for
nonrecurring capital expenditures.
