 A Bill to amend Section 12-43-260, Code of Laws of South Carolina, 1976,
 relating to withholding of state aid in counties which fail to comply with the
 provisions of Article 3, Chapter 43, Title 12, of the 1976 Code, relating to
 county tax equalization and reassessment, so as to delay the effective date of
 the penalty provisions until January 1, 1982.
