H 3903 General Bill, By E.C. Stoddard
 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 12-35-515 so as to increase the sales tax by one percent and provide that it
 be distributed to school districts on a per pupil basis and be used for local
 matching funds and that school district taxes be reduced by an equal amount;
 to authorize the Comptroller General to promulgate regulations to carry out
 the provisions of this Section; to amend Section 12-35-1550, relating to the
 disposition of revenue from sales tax, so as to credit the tax levy under
 Section 12-35-515 to the school district distribution fund, and to provide
 that school district taxes may be increased or decreased by the General
 Assembly.
