A Bill to amend Section 8-13-20, as amended, Code of Laws of South Carolina,
1976, relating to definitions for purposes of ethics, conduct, campaign
practices, and disclosures, so as to define "expenditures"; to amend the 1976
Code by adding Sections 8-13-612, 8-13-614, 8-13-616, and 8-13-618, so as to
require political parties and committees to file a statement of organization
with the State Ethics Commission, to require candidates, committees, and
parties to establish a campaign checking account for the receipt of
contributions and require expenditures in excess of twenty-five dollars to be
made by check, to limit campaign contributions to candidates for state office
to one thousand dollars each year and candidates for local office to five
hundred dollars each year with no limits on contributions to political
parties, to prohibit the acceptance of cash contributions in excess of
twenty-five dollars, anonymous contributions and contributions made on behalf
of another; to amend Section 8-13-620, relating to maintenance of records of
contributions, so as to require the maintenance of expenditure records; and to
amend the 1976 Code by adding Section 8-13-635, so as to prohibit the use of
state or local government facilities, equipment, or personnel in election
campaigns and to permit the use of government facilities for campaigning if
provided on an equal basis.
