McKay, J.W. McLeod, E.L. Nettles, Russell, D. Sheppard, J.R. Tally, J.H. Toal and 
D.E. Winstead
 A Joint Resolution proposing an amendment to Section 7 of Article X of the
 Constitution of South Carolina, 1895, relating to the requirement, among other
 things, that the General Assembly must provide an annual tax sufficient to
 defray the estimated expenses of the State and any deficiency of a preceding
 year, so as to add a provision prohibiting the General Assembly from
 appropriating in excess of ninety-five percent of the anticipated revenue; and
 proposing an amendment to Section 36 of Article III, relating to the
 requirement of a State Reserve Fund equal to five percent of the General Fund
 Revenue of the last completed year, so as to reduce the amount deposited in
 the Fund to three percent of such revenue, delete provisions establishing a
 procedure for restoration of the Fund, provide for the withdrawing of funds to
 cover operating deficits of State Government, for the restoration of the
 reserve if funds are withdrawn; delete the requirement that the General
 Assembly provide a procedure to survey the progress of the collection of
 revenue and expenditure of funds, and delete the provision authorizing the
 General Assembly to appropriate any portion of the Reserve Fund for purposes
 other than deficit or priority purposes.
