 A Bill to amend Chapter 13 of Title 24, as amended, Code of Laws of South
 Carolina, 1976, relating to prisoners, by adding Article 11 so as to provide
 for county governing bodies to authorize, by ordinance, the establishment of
 voluntary programs for the work release of inmates confined in county
 correctional facilities and serving a sentence of less than ninety-one days or
 punished for contempt of court; to provide for the sheriff or other official
 in charge of county correctional facilities to administer the program; to
 provide for the official to establish procedures to insure equal treatment of
 working inmates relating to rates of pay and conditions of employment; to
 provide the eligibility requirements for an inmate's selection to participate
 in the program; to provide the circumstances under which an inmate may be
 removed from the program; to provide for the inmate's earnings to be collected
 by or surrendered to the official; to detail deductions from the inmate's
 earnings which may be made by the official; to provide for any remaining
 amount of the inmate's earnings to be disbursed to the inmate upon release or
 disposed of according to facility regulations; and to authorize the official,
 on behalf of the county, to contract with the Department of Corrections or
 other counties to allow other inmates to participate in the program and be
 confined in the correctional institution of the county authorizing the
 program.
