 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 12-7-438 so as to allow a state income tax deduction from South Carolina
 taxable income of individuals, partnerships, estates, and trusts equal to
 sixty percent of net long-term capital gains for taxable years beginning in
 1989, eighty percent for taxable years beginning in 1990, and one hundred
 percent for taxable years beginning after 1990.
