 A Bill to provide for a system of comprehensive community based work
 therapeutic centers for certain prison or correctional facility inmates,
 provide for the promulgation of regulations by the Department of Corrections,
 provide for the promulgation by the Budget and Control Board of regulations
 for joint funding of the work center program by the State and by the counties
 electing to participate, and provide for the receipt of private and
 nongovernmental monies and reduce the funding share of the counties electing
 to participate.
