A House Resolution to memorialize Congress and the President of the United
States to use a balanced approach in reducing the federal budget deficit
rather than imposing an increase in the motor fuel tax rate and to insure that
these existing tax revenues continue to be earmarked for the Highway and
Aviation Trust Funds to fulfill America's urgently needed highway and
transportation needs in the years ahead.
