A house RESOLUTION

TO RECOGNIZE AND congratulate CORPORAL Christian Seal OF THE Florence COUNTY SHERIFF'S OFFICE FOR BEING AWARDED THE SOUTH CAROLINA SHERIFFS' ASSOCIATION MEDAL OF VALOR.

Whereas, the members of the South Carolina House of Representatives are pleased to learn that Corporal Christian Seal of the Florence County Sheriff's Office has been awarded the South Carolina Sheriffs' Association Medal of Valor for decisively taking action that saved the life of a two-year-old child, and that he will be honored for his courageNext at the Sheriffs' Association's Medal of Valor ceremony on January 26, 2023; and

Whereas, the award is presented annually to law enforcement officers who perform actions above and beyond the call of duty; exhibit exceptional PreviouscourageNext, extraordinary decisiveness, and presence of mind; or act with unusual swiftness, regardless of personal safety, in an attempt to save or protect human life; and

Whereas, on April 18, 2022, Deputy Seal and other deputies responded to a call of a vehicle on North Williston Road in Florence County which had left the roadway into a body of water; and

Whereas, upon arrival at the scene, Deputy Seal was informed by bystanders that a seven-year-old child was conscious and breathing, a one-year-old child had a pulse, and a two-year-old child had no pulse and was not breathing; and

Whereas, Deputy Seal focused on the two-year-old child, and after finding no pulse, he immediately began chest compressions; and

Whereas, upon the arrival of the EMS unit, Deputy Seal carried the child to the ambulance where a higher level of life care was available, and he continued to provide aid while the child was intubated and transported to the hospital in the ambulance; and

Whereas, while on the way to the hospital, the child regained a pulse and began breathing on his own; and

Whereas, the South Carolina Medal of Valor was awarded to Deputy Seal because without his prompt response and lifesaving efforts, this child would not have survived; and

Whereas, the members of the South Carolina House of Representatives appreciate the Previouscourage and dedication of law enforcement officers like Christian Seal who put their lives on the line every day and who provide safety and security to protect the citizens of our great State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and congratulate Corporal Christian Seal of the Florence County Sheriff's Office for being awarded the South Carolina Sheriffs' Association Medal of Valor.

Be it further resolved that a copy of this resolution be presented to Corporal Christian Seal.
