RESOLUTION
TO EXPRESS THE DEEPEST SYMPATHY OF THE MEMBERS
OF THE GENERAL ASSEMBLY TO THE FAMILY, MANY
FRIENDS, AND COLLEAGUES OF STATE TROOPER FIRST
SERGEANT FRANKIE LEE LINGARD OF THE SOUTH
CAROLINA HIGHWAY PATROL, WHO WAS KILLED IN THE
LINE OF DUTY ON DECEMBER 31, 1997, ON INTERSTATE 95
NEAR ORANGEBURG.
Whereas, the members of the General Assembly were shocked and
saddened to learn that on the evening of December 31, 1997, First
Sergeant Frankie Lee Lingard, a South Carolina State Trooper, was
killed in the line of duty during a traffic stop on Interstate 95 near
Orangeburg; and
Whereas, this fine law enforcement officer, a native South
Carolinian, was born in Varnville, South Carolina in 1958 and raised
in the Lowcountry; and
Whereas, Trooper Lingard was a graduate of Wade Hampton High
School, a graduate of the Beaufort Technical College, a graduate of
the South Carolina Criminal Justice Academy, and a fifteen-year
veteran of the South Carolina Highway Patrol; and
Whereas, it is a difficult and hazardous calling to be charged with the
responsibility of enforcing the law, and it requires brave men and
women of courage and dedication to perform this task; and
Whereas, Frankie Lingard was such a person, and his courage,
devotion to duty, and love for his chosen profession will be a
continued source of inspiration for law enforcement officers
throughout South Carolina; and
Whereas, he not only was an outstanding officer but also had a
distinguished career as a sergeant in the Army Reserve and was a
dedicated husband and father who gave of himself to his community,
church, and family; and
Whereas, the members of the General Assembly, by this resolution,
would like to extend their sincere and heartfelt condolences to First
Sergeant Frankie Lee Lingard's wife, children, other members of his
family, and his many friends and colleagues upon the tragic and
untimely death of this truly outstanding South Carolinian. Now,
therefore,
Be it resolved by the House of Representatives, the Senate
concurring:
That the members of the General Assembly hereby express their
deepest sympathy to the family, many friends, and colleagues of State
Trooper First Sergeant Frankie Lee Lingard of the South Carolina
Highway Patrol, who was killed in the line of duty on December 31,
1997, on Interstate 95 near Orangeburg.
Be it further resolved that a copy of this resolution be forwarded to
his widow, Mrs. Barbara H. Lingard.
