 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 1-1-675 so as to provide that all state agencies, departments, institutions of
 higher learning, and schools, when flying the American flag outside from a
 flagpole shall also fly the flag of South Carolina immediately below the
 American flag.
