STATEMENT OF ESTIMATED FISCAL IMPACT
REVENUE IMPACT1
This bill would have no impact on general fund or state infrastructure bank revenues in FY 2000-01.
Explanation
This bill would allow Purple Heart recipients to purchase a special license plate for a maximum of two private passenger vehicles registered in their names. Previously, only one plate could be issued to a person. Based on prior sales of these plates, the BEA estimates that no more than 250 additional plates would be issued yearly. Since no special fee is required for these plates other than the regular $24 biennial registration fee, which goes to the general fund, there would be no revenue impact on the general fund for any additional plates. Also, this bill would have no
impact on state infrastructure bank revenues since it does not apply to fees required under Section 56-3-660.

EXPLANATION OF IMPACT:
The Department of Public Safety states the cost to revise the number of license plate issued to a Purple Heart recipient would be a one-time cost of $6,953 for manufacturing and decal costs.

TO AMEND SECTION 56-3-3310, AS AMENDED, CODE OF LAWS OF SOUTH CAROLINA, 1976, RELATING TO THE ISSUANCE OF PURPLE HEART LICENSE PLATES, SO AS TO REVISE THE NUMBER OF LICENSE PLATES THAT MAY BE ISSUED TO A PURPLE HEART RECIPIENT.
Be it enacted by the General Assembly of the State of South Carolina:
SECTION 1. Section 56-3-3310 of the 1976 Code, as last amended by Act 422 of 1996, is further amended to read:
"Section 56-3-3310. The department may issue a permanent special motor vehicle license plate to a recipient of the Purple Heart for use on a private passenger motor vehicle. The biennial fee for the special license plate is the same as the fee provided in Article 5, Chapter 3 of this Title, and only one plate not more than two license plates may be issued to a person. The application for a special plate must include proof the applicant is a recipient of the Purple Heart."
SECTION 2. This act takes effect upon approval by the Governor.
