 A HOUSE RESOLUTION TO COMMEND AND CONGRATULATE DR. BILLY CLOWNEY OF SUMTER FOR
 BEING NAMED PHYSICIAN OF THE YEAR BY THE SOUTH CAROLINA DEPARTMENT OF HEALTH
 AND ENVIRONMENTAL CONTROL.

TO COMMEND AND CONGRATULATE DR. BILLY CLOWNEY OF SUMTER FOR BEING NAMED PHYSICIAN OF THE YEAR BY THE SOUTH CAROLINA DEPARTMENT OF HEALTH AND ENVIRONMENTAL CONTROL.

Whereas, Dr. Billy Clowney of Sumter was named Physician of the Year by the South Carolina Department of Health and Environmental Control at the South Carolina Medical Association's 157th Annual Meeting in April, 2005; and

Whereas, as an oncologist and hematologist at Santee Oncology and Hematology in Sumter, with a friendly smile and caring touch, Dr. Clowney provides hope for the hopeless in an area of medicine that can be dismal and desperate; and

Whereas, he goes above and beyond the call of duty of a physician and is appreciated and loved by his patients and coworkers; and

Whereas, Dr. Clowney has been called one of the best doctors in South Carolina not only in terms of his medical experience, but also because of his calming bedside manner; and

Whereas, a great humanitarian who has dedicated his life to the welfare of people and their illnesses, Dr. Clowney always is willing to do anything that he can to make life more comfortable for his patients and others; and

Whereas, it is with great pleasure and admiration that the members of the House of Representatives recognize such outstanding South Carolinians as Dr. Billy Clowney, who serves as an inspiration and a model for future doctors of the State. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the House of Representatives of the State of South Carolina, by this resolution, commend and congratulate Dr. Billy Clowney of Sumter for being named Physician of the Year by the South Carolina Department of Health and Environmental Control.

Be it further resolved that a copy of this resolution be presented to Dr. Billy Clowney of Sumter.
