 A Bill to require the State Budget and Control Board to develop and implement
 a comprehensive plan for a cost effective system for meeting the printing,
 duplicating and photocopying needs of state agencies and institutions; to
 establish the State Government Printing Office under the State Budget and
 Control Board; and to authorize the State Budget and Control Board to both
 establish standards regarding the various aspects of printing, duplicating and
 photocopying and to control the distribution of certain public documents.-at
