A Bill to amend Sections 1-13-20, 1-13-30, 1-13-40, 1-13-70, 1-13-80, 1-13-90,
1-13-100, Code of Laws of South Carolina, 1976, relating to the South Carolina
Human Affairs Commission, so as to make the provisions of the Human Affairs
Law applicable to any persons; change "creed" to "religion"; provide that
discrimination shall be unlawful; provide definitions for "person", "age",
"handicapped", "employer", "employment agency", "labor organization",
"employee", "complainant", "respondent", "religion" and "because of sex";
provide for ex officio legislative members on the Commission; further provide
for regulations; require reports and information of certain government
entities and provide procedures therefor; authorize orders of compliance with
Commission orders; delete a requirement as to interrogatories and a
requirement permitting the quashing of subpoenas; require certain technical
assistance for complainants; provide for certain court procedures; allow for
contracts to perform services and reimbursement for such services; further
define unlawful employment practices; change procedures relative to
complaints; provide for review of Commission orders; further provide for age
discrimination in relation to retirement; provide for enforcement of orders of
the Commission; and provide certain exceptions and limitations to the
provisions of Chapter 13 of Title 1 of the Code of Laws of South Carolina,
