 A Bill to amend Section 4-9-30, Code of Laws of South Carolina, 1976, as
 amended, relating to the powers of county councils, so as to provide that
 counties shall not finance any service by countywide revenues where such
 service is being provided by a municipality in the county, to provide
 procedures for the review and resolution of any tax inequity problem, to
 delete a redundant referendum procedure relating to special tax districts; to
 amend Section 4-9-140 of the 1976 Code, as amended, relating to county
 budgets, so as to provide that budgets shall show a division of revenues and
 expenditures derived from and expended on behalf of the incorporated and
 unincorporated areas of counties.
