 to amend Section 12-35-550, as amended, relating to sales tax exemptions, so
 as to provide for an exemption for certified solar energy equipment; to create
 solar easements for insuring adequate exposure of a solar device; to provide
 that the Budget and Control Board shall promulgate regulations for the
 construction of government buildings so as to utilize solar energy systems;
 and to provide for solar zoning.
