 A Bill to amend Section 16-3-20, as amended, Code of Laws of South Carolina,
 1976, relating to punishment upon conviction of the crime of murder, so as to
 increase from twenty to forty years the minimum time a person convicted of
 such crime shall be eligible for parole.
