A House Resolution to amend Rule 3.9 of the Rules of the House of
Representatives, relating to the authorization of the Sergeant at Arms to send
for members absent without leave, so as to provide that once any member misses
two consecutive roll call votes after the Rule is invoked he shall lose his
subsistence for that legislative day unless he has a leave of absence.
