 A Bill to amend the Code of Laws of South Carolina, 1976, by adding Section
 48-1-95, so as to require any manufacturing, processing utility or similar
 facility which draws water from a river or stream for use in its processes to
 return the water to a point upstream from the point it was diverted for use.
