 A Bill to amend the Code of Laws of South Carolina, 1976, so as to provide
 that wherever any reference is made in any Section of any Chapter and Title to
 the "South Carolina Insurance Commission" it shall mean the "Chief Insurance
 Commissioner"; to amend Sections 38-1-20, relating to definitions for purposes
 of insurance, so as to delete "Commission"; 38-3-10, as amended, relating to
 the establishment of the Department of Insurance and the Insurance Commission,
 so as to provide that the Department shall be under the administration of the
 Chief Insurance Commissioner; 38-3-20, as amended, relating to members of the
 Insurance Commission and their terms and qualifications, so as to establish an
 Insurance Advisory Board in the Department of Insurance and delete any
 reference to the Commission; 38-3-80, as amended, relating to the Chief
 Insurance Commissioner, so as to provide that he shall be elected by the
 qualified voters of the State and to provide for his term, qualifications,
 powers and duties; 38-3-85, relating to the duties of the Chief Insurance
 Commissioner, so as to provide that nothing contained in Title 38 shall be
 construed to authorize or require a review by the Insurance Advisory Board of
 any order of the Chief Insurance Commissioner under the Administrative
 Procedures Act and delete any reference to the Insurance Commission; and
 38-3-130, relating to the prohibition of making gifts and loans to Insurance
 Commission members, so as to substitute "Insurance Advisory Board" for
 "Commission"; and to repeal Sections 38-3-30, relating to bonds of Insurance
 Commission members; 38-3-40, relating to compensation and expenses of
 Commission members; 38-3-50, relating to the organization of the Insurance
 Commission; 38-3-60, relating to powers and duties of the Insurance Commission
 and the Chief Insurance Commissioner; and 38-3-65, relating to the creation of
 an Advisory Committee to advise and consult with the Insurance Commission.
